Russia – While there are airlines that will ship into Russia, imports into Russia are overbooked, limiting operational capacity for the movement of goods leaving Russia. Airlines with current flights into Russia are Emirates, Turkish Airlines, El Al, and Qatar Airways.

Moldova – Import and export operations are on a case-by-case basis. Locally, the requirement continues for each operating airline to submit/receive permission from the Civil Aviation Authority daily.

China – The entire city of Shanghai remains under a COVID lockdown. While alternate routes are available, Shanghai airport and logistics operations are currently severely restricted. In some instances, Direct-to-Patient (DTP) services are still available in Shanghai, but need to be evaluated on a case-by-case basis.

Australia – Cargo airline routes are reopening between the United Kingdom and Australia as Australia reopens its borders for broad international travel for the first time since early 2020.

In general, there are additional constraints with the remaining airlines servicing the region, including no booking confirmation from certain origins. An important message from Marken: Marken is now able to import into Russia for all clinical trial shipments.

Marken is pleased to provide operational support for getting patients valuable and potentially life-saving drugs. There are more operational details below, but despite these restrictions Marken’s teams continue to provide for clients and patients even in extreme adverse situations.

Europe continues to see airspace closures and service interruptions. Marken’s first priority is the health and safety of all Marken employees and adhering to all relevant restrictions and sanctions. While our teams are working around the clock to minimize disruptions to Marken-supported trials, the lack of flights into Russia and other service interruptions put further pressure on global freight capacity. While we are working hard to protect our customers as much as possible from those pressures however there have been significant increases in input costs like spot rates for airfreight cargo.

Imports into Russia for existing clinical studies are now possible, please contact your Marken representative for specific details. Marken’s teams continue to provide maximum multiple operational services based on the product type and shipping requirements.

Ongoing clinical studies in Russia are continuing, while Marken is not currently working with trials that have active home healthcare visits, we are working on all potential solutions to support home healthcare services for trials within Russia.

While there is a domestic flight market within Russia, many of the planes servicing Russia are leased from other carriers, creating some issues of ownership and operations. Additionally, Airbus and Boeing have suspended the supply of airplane parts into Russia, increasing the likelihood of service disruptions due to maintenance issues.

Marken’s first priority is the health and safety of all Marken employees and adhering to all relevant restrictions and sanctions. However, Marken is equally committed to providing service, where possible, for clients and patients with critical needs. Studies inside Russia are continuing, and while Marken is not currently working with trials that have active home healthcare visits we are working on all potential solutions to support home healthcare services for trials within Russia.

Airspace over Russia remains closed, and as a result, flights are being rerouted through Asia and other available territories. The implications include extended flight durations, reduced cargo capacities, and increased fuel costs.

Marken is assessing the availability of temperature controlled packaging in Europe and globally to ensure continuity in supply. We are proactively taking steps to mitigate temperature controlled supply chain disruption by procuring packaging and monitoring dry ice supply.

The Marken team is evaluating all major lanes for our clients, to ensure product stability is aligned with transit times. This includes risk assessment based on re-routing, key route availability, and additional contingencies, such as extended validation packaging.

Additionally, we are working with sponsors to assist displaced patients to continue to participate in trials with sites outside of the impacted regions.

Closed airports include: Rostov-on-Don, Krasnodar, Anapa, Gelendzhik, Elista, Belgorod, Bryansk, Orel, Kursk, Voronezh, and Simferopol. We have alternative options for these cities via road to alternative airports that remain operational.

United States – Airspace is closed to Russian flights.

Moldova – Import and export operations remain in place, but are subject to change on short notice. Locally, it is a requirement for each operating airline to submit/receive permission from the Civil Aviation Authority on a daily basis. Road options via Romania are currently available. However, turnaround time is expected to increase due to congestion delays at the border.

Belarus – Imports and exports are currently possible, by road only, to an operating airport in Lithuania. Turnaround time is expected to increase given delays at the border due to congestion. Our Direct-to-Patient services are currently available.

Poland, Lithuania, Latvia, and Estonia – While these countries are on high alert, we continue to operate as normal. Our Direct-to-Patient services are also available.

Marken continues to monitor the evolving global service interruptions and associated impacts to the supply chain as well as any options we can offer our clients, while complying with all relevant sanctions. We are expecting effects on fuel and airfreight rates.

Countries that have closed airspace to Russian aircraft include United States, United Kingdom, European Union countries, Canada, Norway, Switzerland, Iceland, and most recently, North Macedonia.

The EU closed all EU airspace to Russian aircraft. The ban prohibits all Russian-owned, -registered, or -controlled aircraft, including private and charter flights, from landing in, taking off from, or transiting to any EU nation. Countries that have closed airspace to Russian aircraft include United States, United Kingdom, Belarus, EU, Canada, Norway, Switzerland, and Iceland.

Russia has imposed airspace bans for 36 countries. Russian airline carriers began to cancel flights to Europe. Aeroflot (SU) announced the cancellation of all flights serving Europe effective Feb. 28. The suspension will remain in effect until at least late May and also applies to flights operated by Rossiya Airlines (FV). S7 Airlines (S7) has suspended all of its service to Europe until further notice. Additional Russian carriers are expected to cancel services.

Air France (AF) has suspended services to and overflights via Russia until further notice. As a consequence, flights to and from China, South Korea, and Japan will be temporarily suspended.

Lufthansa (LH), Wizz Air (W6), and KLM (KL) have halted flights to Russia temporarily.

British Airways has stopped its service to Moscow (BA).

Delta (DL) has suspended its code-share arrangement with Russian carrier Aeroflot.

Restricted airspace continues to expand, significantly impacting shipping lanes from Europe to Asia. Airline freight capacity remains available from Asia and Middle East carriers, including Turkish Airlines, Emirates, and Qatar Airways.

Marken’s depot in Kyiv remains secure and products have maintained temperature control over the weekend. As always, we will continue to monitor the situation and invoke contingency plans as needed.

Latvia, Lithuania, Romania, Slovenia, Iceland, Sweden, Belgium, Austria, and Denmark have closed airspace to Russian airliners. It is expected that additional EU countries will also close airspace to Russian airliners in the coming days.

Russia announced it was banning flights from Poland, the Czech Republic, and Bulgaria.

Moldova, Lithuania, and Slovakia have enacted states of emergency.

Slovakia has suspended international rail services with Ukraine.

US, UK, and EU officials announced they will block certain Russian banks from the SWIFT system. This does not impact Marken at this time.

Over the past 12 hours, we have been actively monitoring airspace closures and traffic restrictions worldwide. Clients should expect longer transit times for shipments due to airline rerouting around Russia. We are formalizing solutions for optimized lane mapping as routes continue to shift.

Bulgaria – Closed airspace to Russia.

Czech Republic – Closed airspace to Russia.

Estonia Closed airspace to Russia.

Russia – The Russian Civil Aviation authority has closed off its airspace to flights from carriers or aircraft registered in Bulgaria, Poland, and the Czech Republic.

Ukraine – Extended the curfew times in Kyiv to February 28th, the curfew times are effective from 1700-0800.

Additional multinational sanctions have been imposed against Russia. The US and EU have begun implementing sanctions and embargoes against Russia, including the Donetsk and Luhansk regions of Ukraine. Marken has prepared a downloadable

and regulatory implications for client reference. We will continue to update our regulatory guidance as information becomes available.

At this time, we have paused all operations at our Kiev, Ukraine depot until further notice. However, all products stored at the depot are secure and remain temperature-controlled through our normal and back-up systems. We have paused inbound and outbound services, as customs is not operational at Boryspil Airport. Shipments in transit are being actively managed by our global crisis management team. We are continuing to communicate updates directly with affected clients.

  • Ukraine – The government has imposed a state of emergency and declared martial law. All airspace is closed and customs ports at airports are closed. Sea ports have been closed. While borders remain open, road volume is significant and many of the customs offices are closed.
  • Russia  Currently 12 airports in southern Russia close to the Ukrainian border are closed including: Rostov-on-Don, Krasnodar, Anapa, Gelendzhik, Elista, Stavropol, Belgorod, Bryansk, Orel, Kursk, Voronezh, Simferopol, Volgograd, Sochi, Astrakhan. Collections and deliveries from these areas are still possible and are routed on alternative modes to the capital for exportation. Longer transit times apply for domestic movements within Russia given the airport closures.Russia’s civil aviation authority have banned UK flights to and over Russia in retaliation to the British ban on Aeroflot flights. Poland has also banned all Russian Carriers from entering their airspace. The FAA (Federal Aviation Administration) issued Notice to Air Missions (NOTAMs) banning US airlines and US pilots from flying over the entire country of Ukraine, the entire country of Belarus and the western portion of Russia.Road delays are expected, particularly in the southern region where airports are closed.Effective immediately Marken have suspended all exports to Russia for 30 days. All shipments in transit to Russia will be, where possible, brought back to origin. Export shipments of goods not subject to embargo or sanctions are not impacted at this time.
  • Moldova  The government has declared a state of emergency and closed airspace. Road borders are open between Moldova and Ukraine but are experiencing high volumes and significant delays, as well as between Moldova and Romania.
  • Poland – Has closed airspace to Russian airlines.
  • Czech Republic – Preparing to close its airspace to Russia.
  • Belarus – Has banned airspace over areas near the Ukrainian border in the south of the country.
