WCO HS 2028 Changes for Vaccine Shipments

Introduction
The World Customs Organization (WCO) has released the HS 2028 amendments, and one of the biggest updates will affect how vaccines are classified internationally. These changes take effect 1 January 2028, and anyone shipping human or veterinary vaccines will need to prepare.
What’s Changing?
The WCO has reorganised part of Chapter 30 (Pharmaceutical Products), specifically the section covering vaccines. While Marken does not provide HS classification advice, this is an important update for all vaccine shippers to be aware of ahead of 2028.
Key Change for Vaccine Shippers
Vaccines currently classified under HS Heading 30.02 will be reassigned into two new, more specific headings:
- 30.07 – Vaccines for human medicine
- 30.08 – Other vaccines (including veterinary vaccines)
This restructuring is intended to give greater clarity and distinction between human and non-human vaccine products, improving data transparency and global harmonisation.
Next Steps and Implementation
Although these changes won’t take effect for a few more years, this early notice gives everyone plenty of time to prepare. A bit of planning now will help ensure everything runs smoothly once the new codes go live.

What Clients Should Start Doing Now
- Review your current vaccine classifications: If your products are still tied to HS 30.02, you may need to determine whether they fall under the new 30.07 (human) or 30.08 (other/veterinary) headings.
- Check internal systems and documentation: Any automated systems, ERP data, or shipping templates that rely on HS codes may need updating to reflect the new structure.
- Coordinate with your customs brokers: They may already be preparing for HS 2028 changes, and early conversations can help avoid last‑minute updates or misclassifications.
- Plan ahead for January 2028: When the new codes become mandatory, shipments using outdated HS codes may face delays or queries. Early preparation helps avoid interruptions in your supply chain.
